Elements of a "Correct" Answer

The two operative words are: 'safe' and 'effective'. If the answer doesn't have the elements of a 'safe' and 'effective' intervention, the answer can never be the 'best' answer. It can be partially correct, but most likely is not the best choice from the multiple choice question.
